Sizing the Illegal and Unregulated Gaming Markets in the U.S.
The legal gaming industry is among the most highly regulated industries in America. AGA estimates that Americans bet more than $673.6 billion a year with illegal and unregulated operators. Driven by a sharp rise in illegal iGaming, expanding use of unregulated skill machines, and persistent illegal sports betting, the illegal market has grown 22% since the AGA’s last report in 2022.
Illegal operators exploit communities without contributing to them—providing no consumer protections, no responsible gaming programs, and no economic return to the states where they operate.
