WASHINGTON – The executive committee of the American Gaming Association (AGA) is pleased to announce the formation of a seven-member search committee to select the next chief executive of the gaming industry. The new CEO will replace Geoff Freeman, who will be departing the AGA as of the end of July to become president and CEO of the Grocery Manufacturer’s Association. Freeman has been president and chief executive officer of the AGA since May 2013.
The committee will be led by Tim Wilmott, CEO of Penn National Gaming and chairman of board. Its members will include:
- Greg Carlin, co-founder and CEO of Rush Street Gaming;
- Trevor Croker, CEO and managing director of Aristocrat;
- Mark Frissora, president and CEO of Caesars Entertainment;
- Bill Lance, Jr., secretary of commerce of Chickasaw Nation;
- Jim Murren, chairman and CEO of MGM Resorts International; and
- Ron Reese, SVP, global communications and corporate affairs of Las Vegas Sands Corporation.
“The gaming industry is widely recognized as among the most popular of consumer entertainment experiences and we take seriously our role in providing this experience safely and responsibly,” said Wilmott. “We are also proud to support the creation of strong jobs and tremendous economic value for the communities in which we operate across the United States. The growing impact of our industry, including the opportunity for states to offer legal sports betting, makes this an especially exciting time to lead our membership toward a vibrant future.”
Stacy Papadopoulos, general counsel and SVP of industry services at the AGA, has been appointed as interim CEO until a candidate is named.
“We are grateful to Geoff for his leadership over the last five years and we wish to thank Stacy for taking the helm of the AGA while we identify its next CEO,” said Wilmott.
The search will be supported by Spencer Stuart, one of the world’s leading executive search consulting firms. Leslie Hortum, managing director, will lead the search.

The AGA’s Responsible Marketing Code for Sports Wagering sets specific limits to protect young adults and underage audiences, including bans on college advertising and targeting advertising to 21+ audiences. According to Nielsen Ad Intel, nearly 95% of AGA member ad impressions were delivered to viewers 21+ in the past year.
In addition to legal industry efforts, parents play an essential role in preventing underage gambling. Verified players, including parents, should never provide access to minors to gamble. It is not only against the law and violates an operator’s terms of service but puts an adult product in the hands of a vulnerable population. Instead, like any other adult product, families should have a healthy dialogue about the risk of gambling, the legal age, and how to engage responsibly.
Responsible Gaming
AGA members dedicate hundreds of millions of dollars every year to provide tools for customers to bet responsibly, train employees to monitor and engage players who need help, and fund research to prevent and treat problem gambling.
We lead investment in responsible and problem gambling research. Since 1996, the gaming industry has committed more than $40 million to independent academic research to better advance responsible gambling and treat problem gambling. That includes $10 million in the last five years alone.

Severability
If any provision of this Agreement shall be adjudged by any court of competent jurisdiction to be unenforceable or invalid, that provision shall be limited or eliminated to the minimum extent necessary so that this Agreement will otherwise remain in full force
and effect.
Waiver
The failure of AGA to exercise or enforce any right or provision of this Agreement shall not operate as a waiver of such right or provision. Any waiver of this Agreement by AGA must be in writing and signed by an authorized representative of AGA.
Termination
AGA may terminate this Agreement at any time, with or without notice, for any reason. Sections 7, 8, 9, 15, and 16 shall survive termination.
Geographic Restrictions
AGA is based in the District of Columbia in the United States and provides this Site for use only by persons located in the United States. AGA makes no claims that the Site or any of its content is accessible or appropriate outside of the United States. Access to the Site may not be legal by certain persons or in certain countries. If you access the Site from outside the United States, you do so on your own initiative and are responsible for compliance with local laws.
Relationship of the Parties and Third-Party Rights

Responsible gaming programs are a critical part of everyday business practices in the U.S. casino gaming industry. The central goal of these programs is to ensure that patrons responsibly enjoy casino games as a form of entertainment.
The American Gaming Association’s (AGA) Responsible Gaming Statutes and Regulations Guide is a centralized collection of the statutes and regulations addressing responsible gaming in the 34 states and the District of Columbia with commercial casinos, sports betting or internet gaming as of August 31, 2022. It is intended as a reference guide for industry stakeholders, researchers, lawmakers and regulators.
Importantly, the gaming industry’s full efforts to promote responsible gaming and address problem gambling go well beyond the legal requirements identified in this resource. Industry responsible gaming programs operate in compliance and parallel with state laws and regulations on responsible gaming. The majority of gaming operators and suppliers voluntarily implement responsible gaming programs with measures that expand upon what is formally mandated by law or regulation.
Since the Responsible Gaming Statutes and Regulations Guide was last updated in September 2019, 16 states have adopted legislation and regulations for sports betting that include various responsible gaming provisions. Similarly, land-based commercial
casino gaming has been approved in Nebraska and Virginia, while internet gaming has been legalized in Connecticut and Michigan. Beyond the expansion of new states, this guide provides insight into the changes and evolution of responsible gaming since 2019.
Although responsible gaming laws and regulations vary greatly between the 35 commercial gaming jurisdictions, many fit into the following broad categories:
- Responsible gaming plan required – 21 jurisdictions mandate that land-based and online gaming operators prepare and submit for approval a wide-ranging plan for addressing responsible gaming issues. Required elements of the plan often include employee training and public awareness efforts. For jurisdictions that require an overall plan, readers should examine the specific elements that must be included in each plan.
- Self-exclusion program – 34 jurisdictions require gaming or sports betting operators to adopt self-exclusion programs that enable patrons to exclude themselves from a casino or online/mobile gaming site and operators to expel self-excluded patrons if they are found gambling or wagering. The length of the self-exclusion periods available and the procedures for reversing self-exclusions vary by jurisdiction. A majority of jurisdictions establish a central self-exclusion register that includes enlisted patrons from all gaming venues and platforms. Some state laws specify that casinos and online operators must also eliminate direct promotional outreach to self-excluded individuals and deny them complimentaries – commonly known as “comps” – or access to credit.
- Property signage and responsible gaming disclosure – 31 jurisdictions have requirements around on property signage and/or disclosures related to responsible gaming. In some cases, that includes mandating the availability of brochures identifying the risks of problem gambling, requiring disclosure of toll-free helpline numbers and other resources for counseling and assistance, or that gaming advertising (print, billboards or electronic media) include responsible gaming messaging or a toll-free helpline number.
- Advertising restrictions – 30 jurisdictions establish specific restrictions on the types of, or content of, advertising that is permitted. Many jurisdictions require that gaming advertising not be deceptive or target minors.
- Wager/time limits – 25 jurisdictions with account-based online gaming, sports betting or digital wallet wagering in casinos require operators to provide a mechanism through which patrons may self-limit deposits, losses, wagering amounts and/or time spent gambling.
- Restrictions on extension of house credit – 28 jurisdictions block or limit the use of house credit in land-based and/or online casino gaming and sports betting. This may include outright bans on credit advances from gaming operators to patrons.
- Financial instruments restrictions – 17 jurisdictions restrict the ability of casinos or online gaming operators to accept credit card deposits, government issued checks or stored-value cards that represent public benefits, among other things.
- Treatment and research funding – 28 jurisdictions
- have codified commitments to support treatment for individuals with a gambling problem, education services concerning disordered or problem gambling, or research related to problem gambling. Most of those states earmark certain state revenues from gaming for these programs.
- Employee training – 20 jurisdictions specify that casino employees who work on the gaming floor or those who otherwise interact with customers must receive responsible gaming training. Some states require the training to include instruction on how to identify players demonstrating problematic or risky behavior on the gaming floor.
- Alcoholic beverage restrictions – 18 jurisdictions require casinos to limit alcoholic beverage service on the gaming floor or to limit access to gambling services for patrons who are visibly intoxicated.
- Beyond the overarching categories outlined above, states regularly implement other laws or regulations related to responsible gaming. These may include the creation of statewide responsible gaming programs, mandating research on the effectiveness of responsible gaming provisions, or requirements that operators verify gambling winners do not owe child support.

Lowering Carbon Emissions
In November 2021, Aristocrat announced its intention to set an emissions reduction target through the Science-Based Target Initiative (SBTI).
In 2021, Aristocrat expanded the tracking and evaluation of our carbon emissions, including energy, transport, travel and recycling for the largest parts of our operations in Australia and North America. We are also scheduled to implement an Environmental Management System (EMS) platform in 2022 which will enhance our ability to capture and report emissions data to help us meet our emissions reduction target.
Reducing Resource Consumption and Waste
Aristocrat is committed to reducing environmental impacts through adopting circular economy principles, including development of practices that promote responsible manufacturing and materials management. Focus areas for Aristocrat include innovative sustainable product design, waste management, reuse and recycling of components and materials.
Aristocrat is introducing a phased approach to expanding climate-related disclosures over three years in response to the benchmark Task Force on Climate-Related Financial Disclosures (TCFD) Recommendations. Further highlights include:
- Achievement of an 80 Plus Silver rating for power supply efficiency in our Gen 9 gaming machines
- Improvement in recycling performance at our integration centers
- Introduction of hybrid vehicles and EV charging stations in key locations
Strengthening Diversity, Equity & Inclusion
In 2021, Aristocrat was certified as a Great Place to Work (GPTW) for the first time in North America and Australia, and in India for an impressive sixth time. The certification is welcome recognition of the progress the Company has made in putting ‘people first’ in our organization, listening to employees and striving to further improve our culture and the experience of working at Aristocrat.
2021 also saw the launch of Aristocrat’s flexible hybrid working model called “all.flex”. all.flex encourages flexible work – including opportunities for permanent hybrid or remote working – as well as other flexible options that work for individuals, their teams and the broader business.
Increasing Board & Management Diversity
In 2021, Aristocrat achieved its Board endorsed objectives of gender diversity. The objectives were at least 30% of each gender for the Board, Executive Steering Committee (ESC) and the Aristocrat Group. For 2021, composition of the Board was 42.8% women, ESC 40% women and Aristocrat Group 32% women.
Aristocrat also achieved above target hiring of women in open roles in Gaming & Pixel United and increased female representation across the Group.
Strengthening Employee DEI
As part of its ongoing commitment, Aristocrat has continued to focus on improving people and culture practices from the perspectives of gender equality, diversity and inclusion in recruitment, promotion, development and pay. Aristocrat also refined its recruitment and selection practices to ensure diversity in candidate shortlists and interview panels.
In 2021 Aristocrat launched a variety of Employee Impact Groups across the Enterprise on Gender, Race/Ethnicity, LGBTQ+, and Allyship. One Employee Impact Group is GAMER which is dedicated to supporting employees who identify as Black/African American/BIPOC (Black, Indigenous, People of Color) and their allies. GAMER stands for Gaming, Awareness, Mentoring, Education, & Relationships and the group’s vision is to promote the inclusion of the African American/Black voice at Aristocrat.
The Company also launched ‘Aristocrat Together’, two virtual diversity and inclusion summits to provide learning opportunities to employees about a range of diversity and inclusion issues and the events were attended by approximately 2,000 employees globally.
Investing in Communities
Delivering in Times of Crisis
Throughout 2021, the Company deployed initiatives aimed at protecting the immediate and longer-term health and wellbeing of our employees. A key focus has been providing effective information and communications across the organization to keep employees updated on COVID-19 related developments, and to alleviate employee anxiety and uncertainty.
Actions included providing remote working assistance, access to paid leave, counselling, and assistance; promoting our wellbeing portal; launching a mandatory mental health support learning module; and expanding the Employee Relief Fund to assist employees with financial hardship related to COVID-19 and beyond. Over 2021, more than $186,000 in grants were made to 247 employees through the Employee Relief Fund.
Addressing Critical Community Needs
Most of Aristocrat’s charitable giving is led by employees and teams at the regional and local levels. Fundraising and volunteer initiatives are coordinated through regional corporate community investment (CCI) programs. Throughout 2021, 350 employees participated in volunteering activities, and over AUD1 million in donations were granted to 65 charitable organizations.
Aristocrat Gaming (US) supports many community organizations, including Goodie Two Shoes, Baby Bounty, CPA, Communities in Schools, Cupcake Girls, Project 150 and Friendship Circle of Las Vegas.
Big Fish supports numerous charitable initiatives across the US including Northwest Harvest, United Way, Giving Tree – Child Haven, Alameda, County Community Food, National Breast Cancer Foundation, Kaiser Nursing, Seattle Pride, United Success Academy, Hesperian Elementary, Campbell Hill Elementary, Game Heads.
A key highlight for 2021 included a partnership with The National Association for the Advancement of Colored People (NAACP) to assist over 2,800 students who were experiencing significant needs during the pandemic. Employee volunteers assembled more than 500 food kits to provide more than 3,000 meals for students, along with essential school items and information designed to educate students about resources and additional support available within the community.
Preventing Bribery and Corruption
As part of its commitment to the highest standards of integrity, Aristocrat’s Anti-Bribery and Corruption Compliance Program takes a zero-tolerance approach to bribery and corruption. Aristocrat requires comprehensive compliance training for all members of its Board of Directors, executive leadership team, group risk and audit team, all sales employees and select manufacturing and procurement teams. A whistleblower program allows employees to report suspected corruption.

Protecting & Empowering Consumers
In 2021, Pixel United, Aristocrat’s digital business expanded its commitment to empowering and informing players through in-app messaging directing players to “Responsible Play” resources and unified self-exclusion procedures for social casino-style video games.
Aristocrat also released its fourth player information video in 2021 explaining the role of sound in gaming machines. These videos and a variety of RG resources for players are contained in a newly launched webpage on Aristocrat’s corporate website.
Establishing & Following Rigorous Business Standards
In 2021 Aristocrat created an internal Gaming RG Working Group to deliver forward looking pipeline of RG technologies. In 2020, Aristocrat updated its marketing guidelines, which are designed to enable game, product development, marketing, and legal teams to develop marketing which is consistent with our Responsible Gameplay Policy. In 2021, similar guidelines were established for Pixel United.
Training Employees
Approximately 99 percent of eligible Aristocrat employees completed responsible gameplay training in 2020 and a new targeted training program is set to be rolled out in 2022. A new responsible gaming online portal provides an always-available one-stop shop for responsible gaming resources.
In 2021, the Company again supported the AGA’s Responsible Gaming Education Week, with a program of employee-focused webinars featuring external experts in RG policy, treatment and research. The webinars proved popular, with more than 1,500 staff from Aristocrat Gaming worldwide attending across three sessions.
Investing in research and partnering with advocacy groups
In 2021, Aristocrat provided funding to support problem gambling councils across the U.S. including the International Center for Responsible Gaming, Oklahoma Association on Problem Gambling and Gaming, Illinois Council on Problem Gambling, National Council on Problem Gambling, Nevada Council on Problem Gambling, California Council on Problem Gambling, and Council on Compulsive Gambling of Pennsylvania.

Advancing Sustainability
With a circular approach that encompasses our entire supply chain, Wynn Resorts continuously examine ways to reduce our environmental impact as we move closer to achieving our goal of operating zero carbon, zero waste resorts. Such as:
- Encore Boston Harbor Site Remediation: Wynn Resorts turned a polluted industrial site along Boston’s Mystic River into a thriving riverfront environment where wildlife is flourishing, giving the local community a renewed waterfront greenspace to enjoy.
- Waste Reduction Overhauls: Operations at Encore Boston Harbor were designed to send zero waste to landfills, and Wynn Las Vegas continues to replace single-use plastics with sustainable alternatives while implementing single-stream recycling.
Lowering Carbon Emissions
Wynn Resorts has made commitments to several significant initiatives designed to confront the global threat of climate change, including net-zero CO2 emissions by 2050, stopping and reversing year-over-year growth of operational carbon dioxide emissions by 2030, and procuring 50 percent renewable energy by 2030. To align with the goals of the Paris Climate Accord, Wynn Resorts will build on the successful planning, implementation and expansion of its large-scale environmental projects, including:
- Wynn Solar at Stillwater (NV): In 2018, Wynn installed one of the 10 largest corporate solar sites of the year, featuring 20 megawatts (MW) of generating capacity. Wynn’s Las Vegas properties include 2 MW of rooftop solar panels, which work in concert with the Stillwater project to help supply up to 75 percent of Wynn’s peak energy needs from the sun.
- Boston Microgrid Innovation: Encore Boston Harbor is the first integrated resort in the U.S. with an on-site microgrid that balances solar energy production, combined heat and power co-generation and battery storage.
Strengthening Diversity, Equity & Inclusion
Increasing Board and Management Diversity
Wynn Resorts has established a goal of achieving 50 percent diversity among board members, and as of the 2021 Annual Meeting, Wynn Resorts’ board is 50 percent diverse, with four directors being women and one racially diverse director.
Wynn has adopted an NFL-style “Rooney Rule” policy to include (and have any search firm it engages to include) candidates with a diverse background in race, gender and/or ethnicity when evaluating new candidates for the board.
Engaging Diverse Suppliers and Vendors
Wynn Resorts recognizes the vital contributions of Minority-owned and Women-owned Business Enterprises (MWBEs) to the economies of the nation, the state, the community and the Company. Wynn’s supplier diversity policy objectives are to:
- Actively and routinely seek out qualified MWBEs that can provide high quality commodities and services in a competitive market.
- Encourage major suppliers to Wynn Resorts who are not MWBEs to support diversity in their operations.
Seek opportunities to support the development and competitiveness of MWBEs through instruction, mentoring and other outreach activities.
Investing in Communities
Wynn Resorts’ legacy as an agent of change is supported and extended by the collective spirit of service in the hearts of our approximately 27,000 global employees. Wynn Resorts employees volunteered more than 37,000 hours globally in 2021. Together, they inspired Wynn’s corporate culture of giving that builds resilience in our home communities. Wynn Resorts employees in North America led in 2021 by contributing more than $620,000 to the community through the Wynn Employee Foundation. The Company matching those contributions, and additionally donated more than $2.9 million in 2021.
Combining philanthropy with citywide economic and infrastructure development has become Wynn’s community relations calling card. And because each community the Company operates in functions with its own unique framework, Wynn Resorts design customized community-development projects to solve specific social challenges. To ensure these projects work better for more people and drive long-term inclusive growth, the Company partners with a spectrum of local civic leaders to identify financial, supply chain, and operational gaps for Wynn Resorts to fill where it matters the most. The Company relies on these essential relationships with community leaders to guide Wynn Resorts’ extensive nonprofit work to strengthen infrastructure that provides for the underserved, as well as mobilize immediate relief efforts during times of crisis or natural disaster.
Wynn Resorts extended the international ‘Giving Tuesday’ initiative with its third annual Giving Week celebration. From Nov. 30 to Dec. 7, 2021, Wynn hosted 10 fundraising and volunteer events in support of community partners, including Catholic Charities of Southern Nevada, Three Square Food Bank, USO Nevada, Project 150 and the Wynn Employee Foundation.
Wynn Scholarship Programs
The Wynn Employee Foundation’s Scholarship Program was extended to Encore Boston Harbor employees and their families in Fall 2019. One of the first recipients awarded in Spring 2020 was Zhihua Zhu, a freshman at the University of Massachusetts Boston majoring in computer science. Zhihua’s father, Bin Zhu, is an assistant chef at Encore’s Red 8 restaurant. The scholarship program provides up to $7,500 per year for tuition and expenses to employees or their children.
Wynn Resorts also gave $250,000 to the University of Nevada Las Vegas’ International Gaming Institute Leadership Diversity Initiative Fund, which includes support for the Young Executive Scholars Hospitality & Tourism Program. Each summer, rising stars in the Clark County School District are invited to participate in the four-week summer program to discover managerial and executive-level career opportunities in the global hospitality tourism industry.
Responsible Leadership
Protecting and Empowering Consumers
Responsible gaming is an integral part of daily operations at Wynn Resorts. One hundred percent of Wynn Resorts properties adhere to the AGA’s Responsibility Code of Conduct. Patrons may request at any time to be removed from any promotional mailings and revocation of casino-specific privileges such as access to markers, player card privileges and on-site check cashing. The Company reserves the right to exclude a patron from gaming without a request from a patron. Wynn Resorts also makes information available to all patrons explaining the probabilities of winning or losing at the various games offered at its casinos.
Training Employees
Wynn Resorts provides education to all new employees on responsible gaming and provides periodic refresher training to current employees.
Establishing and Following Rigorous Business Standards
Because Wynn Resorts takes pride in guest loyalty, publishing accurate and consistent information is the foundation of building trust with Wynn Resorts’ customers. Responsible marketing is part of the communication strategy across the business and is part of the Company’s commitment to responsible gaming. Wynn Resorts advertises responsibly by including a responsible gaming message and a toll-free helpline number in advertising messaging related to gaming where practical. Wynn Resorts places media where most of the audience is reasonably expected to be above the legal age to participate in gaming activity. The Company does not feature marketing designed to appeal to those under the age of 21. Wynn Resorts’ marketing practices also adhere to AGA’s Responsible Marketing Code.
Combatting Human Trafficking
Human trafficking is a global issue that requires local prevention efforts. The hospitality industry must play an important role. Wynn Resorts rallied around the issue in 2020, developing new training programs and security procedures implemented in 2021. Wynn Las Vegas drew on the program developed at Encore Boston Harbor, which partnered with My Life My Choice, a Boston-based nonprofit, to develop education for every employee upon starting employment. Encore Boston Harbor continued to provide refresher trainings to employees throughout 2020, including a webinar for supervisors on the persistence of human trafficking during the COVID-19 pandemic shutdown.
In expanding training to Las Vegas, Wynn Resorts partnered with the nonprofit iEmpathize to develop a training program for Wynn North America employees in 2021. The purpose of the training is for employees in both guest-facing roles and back-of-house operations to develop an empathetic, victim-centric awareness of the risks of human trafficking, helping employees identify suspicious behaviors and take the quickest and safest procedures for alerting Wynn Resorts security. These procedures were put into action in early 2021, when Wynn Las Vegas participated in a Las Vegas Strip-wide search for missing minors during Super Bowl Weekend.
Responsible Gaming Code of Conduct
The American Gaming Association (AGA) and its members pledge to prioritize responsible gaming as an integral part of our industry’s daily operations.
This pledge includes provisions on employee assistance and training, alcohol service, the provision of casino games including sports betting in person and online, and the advertising and marketing of casino gambling including sports betting. This Code also covers the commitment of our members to continue support for research initiatives and public awareness surrounding responsible gaming and underage gambling.
PLEDGE TO OUR PATRONS
To Promote Responsible Gaming
AGA members will make information available promoting responsible gaming and where to find assistance, including a toll-free help line number. This information will be available and visible on casino floors and at cash access devices.
AGA members will make available on their gaming-related websites information describing responsible gaming, their policies and practices related to responsible gaming and where to find assistance.
AGA members, where permitted by law, will make available to patrons and employees information generally explaining the probabilities of winning or losing at the various gambling games offered by the casino.
Each AGA casino and sports betting company will have a policy in effect for all of its casino properties providing opportunities for patrons to request in writing the revocation of their privileges for specific services such as:
- Casino-issued markers;
- Player club/card privileges;
- On-site check-cashing;
- Complimentaries; and
- Gambling promotions.
In addition, each AGA member shall make reasonable efforts on a facility-by-facility basis to honor a written request from any person, that it not knowingly grant that person access to gambling activities. For each person who makes such a request, the casino will provide the person with a listing of resources in the area surrounding the casino where assistance with gambling – related problems is available.
AGA members reserve the right to exclude a patron from gambling, without a request from the patron.
To Prevent Underage Gambling and Unattended Minors in Casinos
AGA member companies will make diligent efforts to prevent underage individuals from participating in any gambling or sports betting at casinos, loitering in the gaming area of a casino or from gaining access to online, mobile or in-room gambling opportunities.
AGA member companies will communicate the legal age to gamble through messaging, as appropriate, in their properties, on their casinos’ online platforms and in gambling and sports betting promotions.
Employees working in relevant areas will receive training in procedures for dealing with unattended children, underage gambling and the purchase and consumption of alcohol and tobacco by minors.
If a child appears to be unsupervised or in violation of local curfews and other laws, security or appropriate personnel will be contacted and reasonable steps will be taken to locate the parent or responsible adult on property or by telephone.
To Serve Alcoholic Beverages Responsibly
AGA member companies will observe a responsible beverage service policy including the following elements:
- Casinos will not knowingly serve alcoholic beverages to a minor.
- Casinos will not knowingly serve alcoholic beverages to a visibly intoxicated patron.
- Casinos will make a diligent effort not to permit casino gambling by a visibly intoxicated patron.
AGA casino companies will ensure that appropriate casino employees are trained in the company’s responsible alcoholic beverage service policy, and will provide periodic refresher training to those employees.
To Advertise Responsibly
This Code applies to AGA member companies’ advertising and marketing of casino gambling including sports betting. It does not pertain to advertising and marketing that is primarily of hotels, restaurants and entertainment that may be associated with or operated or promoted by casinos.
For the purposes of this code, advertising and marketing includes, among other media: radio and television ads, print, direct mail, social media, billboards and Internet promotions.
Casino gambling including sports betting advertising and marketing will:
- Contain a responsible gaming message and/or a toll-free help line number where practical.
- Reflect generally accepted contemporary standards of good taste.
- Strictly comply with all state and federal standards to make no false or misleading claims or create a suggestion that the probabilities of winning or losing at the various games offered by the casino, or by betting on sports contests, are different than those actually experienced.
Casino gambling including sports betting advertising and marketing will not:
- Contain images, symbols, celebrity/entertainer endorsements and/or language designed to appeal specifically to children and minors.
- Feature anyone who is or appears to be below the legal age to participate in gambling or sports betting activity or imply that underage persons engage in casino gambling or sports betting.
- Depart from contemporary standards of good taste that apply to all commercial messaging, as suits the context of the message or the medium utilized.
- Be placed with such intensity and frequency that they represent saturation of that medium or become excessive.
- Contain claims or representations that gambling activity will guarantee an individual’s social, financial or personal success.
- Be placed before any audience where most of the audience is ordinarily expected to be below the legal age to participate in gambling or sports betting activity.
- Imply or suggest any illegal activity of any kind.
PLEDGE TO OUR EMPLOYEES
AGA members will educate new employees on responsible gaming.
AGA members will train gaming employees on responsible gaming and provide annual or periodic refresher training. Employee training should highlight the differences between responsible gaming and gambling that is problematic.
AGA members will implement communications programs for employees to improve their understanding of responsible gaming and related policies and procedures.
AGA members will provide information to new and existing employees about responsible gaming, the member company’s policies and practices related to responsible gaming, and where to find assistance. AGA members will also ensure that employees receive timely updates regarding new research and new topics that should be integrated into the industry’s responsible gaming training programs.
AGA members will post responsible gaming awareness information, including a toll-free help-line number, at various locations where employees congregate.
PLEDGE TO THE PUBLIC
AGA will work with stakeholders to assist in the distribution of information and raise awareness regarding the industry commitment to responsible gaming.
AGA members will support and promote research-based policies on responsible gaming.
AGA members will continue to provide funding for the National Center for Responsible Gaming, which is the leading source of science-based research and information on gambling and health.
AGA members will use this research to identify the best practices for casinos to follow to promote responsible gaming.
AGA members will continue to develop a dialogue surrounding scientific research on gambling and health to communicate to and educate patrons, employees and policy-makers.
To Provide Oversight and Review
Each AGA member company will implement the Code and conduct annual reviews of its Responsible Gaming program.
References in this Code to providing certain “information” to employees and customers mean that AGA members will use those means of communication appropriate for each message, which may include any or all of a range of traditional, electronic and social media such as written brochures, posters, website postings or direct electronic messages.

WASHINGTON, D.C. – Americans are increasingly embracing casino gaming and sports betting as acceptable forms of entertainment and responsible industries, according to new consumer survey results from the American Gaming Association (AGA). The new data comes ahead of Responsible Gaming Education Month this September and on the eve of the seventh NFL season with widespread legal wagering.
Among new high-water marks in consumer sentiment, 75% of Americans believe the gaming industry behaves responsibly in the communities where it operates, 9 in 10 Americans view sports betting as an acceptable form of entertainment, and 75% of Americans support legal sports betting in their home state.
“These latest survey results highlight a consistent trend over the years: as gaming expands to new audiences, Americans increasingly see the benefits of a legal, regulated gaming marketplace that contributes to communities, prioritizes responsibility and provides unmatched entertainment,” said Joe Maloney, AGA Senior Vice President, Strategic Communications.
The study reveals particular increases in favorable views toward the industry’s commitments to responsible gaming, with 65% of Americans now saying the gaming industry is committed to encouraging responsible gaming and combating problem gambling—a notable rise from 55% last year. This confidence is even stronger among those who engage with the industry directly, with 81% of physical casino players and 88% of sports bettors agreeing with this sentiment, up from 70% and 78%, respectively last year.
This sentiment is driven by increased perceptions across several areas:
Responsible Marketing and Advertising
Americans are taking notice of the legal industry’s efforts around responsible marketing and advertising marketing, with 65% of respondents saying they believe the industry is truthful in its marketing and advertising, up from 58% last year. Additionally, 73% view the industry as responsible in its marketing efforts, up from 68% in 2022.
Effectiveness of Responsible Gaming Programs
Data shows 66% of Americans believe the gaming industry’s responsible gaming programs are effective, up from 59% last year. Among those who participate in gaming, 79% of physical casino players and 85% of sports bettors agree that these programs are effective.
Increased Awareness of Responsible Gaming Messages
The study shows a significant rise in the number of Americans exposed to responsible gaming information. Specifically, 46% of land-based casino players and 57% of sports bettors noted an increase in responsible gaming messaging. Notably, 66% of all Americans say they have encountered responsible gaming messaging in the past year, up from 56% in 2022.
Familiarity with Responsible Gaming Resources
Awareness of responsible gaming resources has grown, with 76% of Americans familiar with at least one responsible gaming resource, an increase from 65% in 2022. Awareness is particularly high among industry participants, with 92% of land-based players and 96% of sports bettors familiar with at least one responsible gaming resource.
“The gaming industry’s responsibility efforts are stronger than ever, and consumers are noticing,” continued Maloney. “As we embark on another Responsible Gaming Education Month, we’re more energized than ever to continue our work to give consumers the legal, safe and fun gaming experiences that they want and deserve.”

Methodology
Kantar, on behalf of the AGA, conducted an online survey July 31 – August 9, 2024 among a nationally representative sample of 2,000 registered voters aged 21 and over related to responsible gaming and industry perceptions. The margin of error is +/- 2 percent and greater among subgroups.
