WASHINGTON & NEW YORK – FanDuel Group and the American Gaming Association (AGA) announced today an initiative to broadly promote responsible sports wagering through the AGA’s Have A Game Plan.® Bet Responsibly.™ public service campaign. FanDuel is the first mobile sportsbook operator to sign on to the AGA’s national campaign to promote the fundamentals of responsible sports betting.

As part of this engagement, FanDuel is making a multi-million-dollar commitment of its media inventory, as well as league and team assets and directing them towards responsible gaming messaging. The company will also work with its league, team and media partners to grow the campaign across television, radio, digital and in-venue media. The company and the AGA are aiming to have responsible gaming content live in May 2021.

Through Have a Game Plan, the AGA and its partners provide consumers a state-by-state guide on where to find legal operators, spotlight the basics of responsible sports betting and raise awareness on signs of problem gambling.

Fan and consumer education are critical as the legal sports betting market continues to expand throughout the United States. Today, sports betting is legal in 25 states and the District of Columbia. There are 17 active bills in state legislatures aiming to legalize sports betting in their jurisdiction.

The AGA launched Have a Game Plan in late 2019 to educate sports fans on the importance of responsible sports betting. As the first sportsbook partner involved in the campaign, FanDuel joins NASCAR, the NHL, the PGA TOUR, Monumental Sports and Entertainment and the Vegas Golden Knights as official campaign partners.

The Flatiron School is a coding bootcamp, which also brings us professionals who do not have a four-year college degree. We have hired three fellows to date and plan to continue to participate in this program going forward.

The American Gaming Association (AGA) has contributed $100,000 as a founding donor of the National Center for Responsible Gaming’s (NCRG) new Fund to Support Research on Sports Wagering. The fund is the first in the nation dedicated solely to studying the impact of sports wagering on American bettors since the Supreme Court overturned the federal ban on sports betting in May 2018.

Research supported by NCRG’s fund will equip operators, policymakers and the more than 4,000 regulators across the U.S. with science-based evidence to assess and design gaming provisions and policies that protect consumers and prioritize responsible gaming above all else. The creation of the fund will be discussed today at a Get to Know Gaming event at the University of Nevada, Las Vegas, which will highlight the industry’s commitment to responsibility during Responsible Gaming Education Week (RGEW).

“The expansion of legal, regulated sports betting has made it increasingly important that responsible gaming is not only a signature priority in new gaming markets, but that we also continue to deepen our understanding of effective responsible gaming practices,” said Bill Miller, president and CEO of the American Gaming Association. “The American Gaming Association is pleased to be a founding donor of this important endeavor.”

MGM Resorts International joined AGA as a founding donor. AGA members William Hill US, GVC Holdings PLC, IGT and Hard Rock International have also made significant contributions to the fund, in addition to NASCAR.

“The NCRG has long been a catalyst in the field of gaming research. This fund is especially significant because it will open up research in a previously understudied field in the United States – defining what we know about the effects of sports wagering for years to come,” said Dr. Russell Sanna, executive director for the National Center for Responsible Gaming. “With new opportunities for legal sports betting around the country, policymakers, practitioners, the entire industry, and the public will benefit from expanding our knowledge on this issue.”

In conjunction with RGEW, AGA also released a new version of its comprehensive Responsible Gaming: Regulations and Statutes. Updated to meet the needs of researchers, lawmakers and regulators in the ever-modernizing casino gaming industry, the latest version is a collection of the statutes and regulations addressing responsible gaming in the 28 states, plus the District of Columbia, with commercial casinos or sports betting regulations as of Aug. 31, 2019. It underscores the industry’s approach to addressing responsible gaming across hundreds of jurisdictions.

The Responsible Gaming Collaborative will focus on the best programs and polices that focus on proven, effective solutions and aims to deepen the sector’s commitment to responsible gaming.

“It’s time to comprehensively review existing responsible gaming policies and regulations,” said Geoff Freeman, president and CEO of the AGA. “We must drive a new discussion around proven, effective programs and ensure that governments are appropriately allocating resources.”

The gaming industry is estimated to provide governments with hundreds millions of annually for research and treatment of problem gambling. However, no programs exist to ensure accountability, and the spending of those resources is inconstant across jurisdictions.

In addition to the AGA, which is the premier national trade group representing the $240 billion U.S. casino industry. Key Responsible Gaming Collaborative participants include: The National Council on Problem Gambling, the National Centre for Responsible Gaming, the University of Nevada-Las VegasInternational Gaming Institute, Harvard University’s T.H. Chan Public School of Health, Yale School of Medicine, the National Indian Gaming Association, the Association of Gaming Equipment Manufacturers, the North American Association of State and Provincial Lotteries and the National Thoroughbred Racing Association.

Washington, D.C. – The American Gaming Association (AGA) has released updates to the association’s Responsible Marketing Code for Sports Wagering (the Code), which sets the industry standard for responsibility in marketing and advertising of sports betting.

“Established in 2019, AGA’s Responsible Marketing Code reflects the commitment of our members to set and adhere to a high bar for responsible advertising,” stated AGA President and CEO Bill Miller. “Today’s updates advance that commitment and represent our intention to protect consumers and evolve our standards as this nascent market matures.”

The changes—developed in collaboration with AGA members—are the most significant to the Code since its inception, including:

  • Enhancing protections for college-aged audiences by:
    • Prohibiting college partnerships that promote, market or advertise sports wagering activity (other than to alumni networks or content focused on responsible gaming initiatives or problem gambling awareness).
    • Prohibiting sportsbook NIL deals for amateur and college athletes.
  • Adding age restrictions (21+) for any individual featured in sports betting advertising.
  • Changing all references to the “legal age of wagering” to 21-plus.*
  • Banning all use of “risk free” in advertising.
  • Formalizing an annual process for reviewing and updating the Code.

The updated standards go into effect immediately with a grace period for existing or deployed assets until July 1, 2023. Full updates to the Code can be found here.

“Advertising plays an essential role in migrating consumers away from predatory illegal sportsbooks and into the protections of the legal, regulated market while providing responsible gaming resources,” added Miller. “The AGA and our members are committed to building a sustainable marketplace that protects vulnerable populations and gives consumers the knowledge and tools to keep sports betting fun for adults.”

In addition to updates to the Code, Dr. Jennifer Shatley has been named co-chair of the Code Compliance Review Board. Currently founder and principal consultant at Logan Avenue Consulting LLC and consulting partner for the Responsible Gambling Council, Dr. Shatley brings more than 25 years of experience in responsible gaming policy to oversee the compliance board and review Code violation complaints.

He most recently served as president and CEO of Scientific Games (now Light & Wonder), where he oversaw the company’s acquisition of Bally Technologies. Prior to joining Scientific Games, he held positions as CEO of SHFL Entertainment and Executive Vice President and COO of Bally Technologies, facilitating significant revenue growth, global expansion, and improvements to the slot businesses at both companies. He began his career in gaming with Aristocrat Technologies, where he grew the company’s Americas business to record revenue.

Virginia McDowell, Former President and CEO, Isle of Capri Casinos; Current Non-Executive Director, Entain plc and Cofounder, Global Gaming Women

Named Gaming Executive of the Year for 2009 by Casino Journal Magazine, McDowell served as the only female president and CEO of a major gaming operating company from 2007 until her retirement from Isle of Capri Casinos in April 2016. She now serves as a non-executive director of Entain plc, where she chairs the Environmental, Social and Governance Committee and serves as the designated workforce director. McDowell is also the cofounder of Global Gaming Women, a nonprofit she established in 2016 with a mission to support, inspire and influence the development of women in the gaming industry through education and mentoring. Her career in gaming spans 40 years, with additional stints in casino operations in a number of regional and destination markets.

Michael Rumbolz, Former CEO, Everi Holdings, Inc.; Current Executive Chairman of the Board, Everi Holdings, Inc.
Rumbolz currently serves as Executive Chairman of the Board of Everi Holdings, Inc., having previously served as CEO of the company from February 2016 to April 2022. For the past 40 years, he has been involved in all aspects of the gaming industry with experience encompassing gaming-related equipment and systems manufacturing and distribution; casino project development and construction; hotel and casino operations; casino fintech equipment and systems; casino regulatory technology; digital gaming; lottery and slot-route operations; and gaming legislation and regulation. He previously served as the Chairman and CEO of Cash Systems Inc., CEO of Anchor Gaming Inc., and Vice Chairman of Casino Data Systems. Mike has been a member of the Board of Managers of Seminole Hard Rock International since 2008 and a member of the Board of Directors of VICI Properties Inc. since 2017. He also formerly served as Chief Deputy Attorney General of Nevada and Chairman of the Nevada Gaming Control Board.

AGA’s Commercial Gaming Revenue Tracker provides state-by-state and national insight into the U.S. commercial gaming industry’s financial performance based on state revenue reports. This issue highlights results for the full calendar year 2024, as well as the fourth quarter.  

Annual Gaming Revenue Reaches New High for Fourth Consecutive Year
The commercial gaming industry set a new revenue record for the fourth consecutive year in 2024, according to data compiled by the American Gaming Association (AGA). Total revenue from land-based casino games, sports betting and iGaming reached $71.92 billion for the calendar year, a 7.5 percent increase over the previous record set in 2023. 

With the inclusion of tribal gaming revenue, which will be reported by the National Indian Gaming Commission later this year, total 2024 U.S. gaming revenue will approach $115 billion.  

December revenue fell two percent compared to the prior year, to $6.16 billion. The first annual contraction in 46 months was driven by significantly lower sports betting revenue due to a low hold rate. Despite the December revenue decline, the fourth quarter saw a 6.2 percent year-over-year increase as commercial gaming revenue reached $18.62 billion, a new quarterly record. 

In-Person Gaming Has Record Year, Online Segment Claims Almost a Third of Growing Revenue Pie
Most of the primary verticals within the gaming industry set revenue records in 2024, including casino slots, sports betting and iGaming.  

Slot machines generated $36.06 billion, up 1.6 percent, while table game revenue contracted by 1.7 percent year-over-year to $10.14 billion. Collectively, traditional casino slots and table games generated $49.78 billion in revenue, an increase of 82 basis points compared to 2023.  

Sports betting continued to see significant growth, increasing 25.4 percent from 2023 and reaching $13.71 billion in revenue. iGaming also had another strong year, expanding 28.7 percent year-over-year to $8.40 billion. 

In-person gaming remains the bedrock of the industry despite online gaming claiming an increased slice of the revenue pie in 2024. Commercial land-based gaming-encompassing casino slot machines, table games and retail sports betting- accounted for $50.32 billion, or 70.0 percent, of total revenue in 2024. Meanwhile, online gaming- comprising online sports betting and iGaming- generated $21.54 billion, 30.0 percent of total revenue. 

Gaming Taxes Provide $15.66 Billion for State and Local Governments
State and local governments across the country continued to benefit from the industry’s success in 2024. Commercial gaming operators paid an estimated $15.66 billion in gaming taxes last year, an 8.5 percent increase compared to 2023. 

In Q4, commercial gaming operators paid an estimated $4.01 billion in gaming taxes, 8.4 percent higher than Q4 2023. 

It’s important to note that these gaming tax figures include state and local taxes directly linked to gaming revenue, which are reported on a monthly or quarterly basis. They do not include annual fees or sports betting excise tax payments to the federal government. Additionally, these figures do not encompass the billions more paid by the industry in terms of income, sales, payroll and various corporate taxes. 

Chicagoland Solidifies Position as Third Largest Market   
Uneven regional performance saw just six of the top 20 commercial casino gaming markets post revenue growth compared to 2023. The Las Vegas Strip remains the top market by commercial revenue despite a 4.4 percent year-over-year contraction, while Downtown Las Vegas and Reno/Sparks showed noteworthy gains, moving four and two positions respectively. 

Boosted by new property openings, Chicagoland retained its position as the third-largest market, while the Baltimore-Washington, D.C. area followed close behind. Elsewhere, the Detroit market bounced back from labor disputes at the tail-end of 2023 to generate its highest yearly revenue total since 2019. 

Resorts World New York City Remains Top Non-Nevada Casino 
At the individual property level, 12 of the top 20 highest-grossing commercial casinos outside of Colorado, Nevada and Mississippi saw an uptick in combined land-based gaming revenue from slot machines, table games and retail sports betting compared to 2023.  

  • Resorts World New York City remained the highest grossing commercial property outside Nevada for the second year in a row. MGM National Harbor (MD) and Encore Boston Harbor (MA) round out the top three rankings, unchanged from 2023.   

Outside the top three, Rivers Casino Portsmouth (VA) became the one of the highest grossing properties in the country in just its second year of operations.  

Top Gaming States Grow in 2024
Among the 36 commercial gaming jurisdictions that were operational in 2023, 28 increased combined revenue from land-based casino games, sports betting and iGaming. Of these 28, all of them posted new annual revenue records.

Montana’s sports betting only market declined by nearly 16 percent, while New Mexico (-3.5%), Ohio (-0.9%), New Hampshire (-1.5%), Mississippi (-2%), Missouri (-1.7%), Iowa (-1.7%) and Florida (0.5%) declined by smaller margins.

Online Betting Drives Revenue Growth 
National revenue growth was driven almost entirely by online betting in 2024. Annual revenue from land-based gaming – including casino slots, table games and retail sports betting – totaled $50.32 billion, 0.6 percent higher than 2023. Meanwhile, online gaming revenue growth – comprising iGaming and online sports betting – continued to grow, increasing 24.6 percent year-over-year to $21.54 billion. Notably, iGaming revenue growth accelerated last year, while sports betting growth moderated. 

Online gaming (sports and casino) now generates the majority of commercial revenue in 13 states, including Michigan, New Jersey and Pennsylvania. 

Traditional Casino Gaming Sets Annual Record in 13 States
In 2024, traditional casino gaming produced record revenue of $49.78 billion from slot machines and table games, reflecting growth of 82 basis points compared to the previous year.  

Slot machine revenue reached a new annual high in 2024, with slot revenue growing by 1.6 percent year-over-year to $36.06 billion. Table game revenue contracted by 1.7 percent year-over-year to $10.14 billion. The separate slot and table game figures do not include data from Louisiana and Michigan, though their aggregates are captured in the combined figure. 

At the state level, 14 out of the 27 states offering traditional casino gaming witnessed an uptick in combined revenue from slot and table games compared to 2023.  

Nebraska, Virginia and Illinois were notable gainers in terms of traditional casino gaming, with combined revenue from slot machines and table games increasing 60.1, 32.0 and 11.0 percent respectively, driven by new property openings.  

Sports Betting Revenue Approaches $14 Billion 
Americans legally wagered $147.91 billion on sports, up 23.6 percent from the previous year. More than 95 percent of money wagered on sports last year was done online. 

That increased handle drove nationwide sports betting revenue to $13.71 billion in 2024, 25.4 percent higher than the previous year.   

Sports betting revenue was also helped by a slightly higher percentage. In 2024, sportsbooks won 9.3% of the money bet on sports, compared to 9.1 percent in 2023.  

The fourth quarter of 2024 saw sportsbook hold percentages deviate strongly from previous years, driving volatility in sportsbook and overall industry revenue. In December, the sports betting hold fell to 6.1 percent from 9.8 percent in 2023, this led to a 29 percent annual decline in December sports betting revenue. 

Despite the erratic results, nationally, sports revenue was up 7.3 percent year-over-year in Q4.  

By the close of 2024, sports betting was legal in 38 states and the District of Colombia, including 34 commercial jurisdictions where public data is available. Missouri legalized sports betting at the end of 2024, but it has not yet launched. This is an increase from 37 jurisdictions and the District of Colombia at the end of 2023, including 32 commercial jurisdictions. 

The two new commercial sports betting markets became operational in 2024 – North Carolina and Vermont – that together combined for $605.6 million in revenue. Despite not launching until March, by the end of the year North Carolina had established itself among the country’s top ten sports betting states by revenue, landing in 9th place overall.  

Illinois surpassed New Jersey to become the second largest sports betting market thanks to 21.1 percent growth in 2024. Notably, Massachusetts moved up two spots from last year, landing in seventh position with revenue increasing 38.8 percent over 2023. 

For the sixth year in a row, the fall sports calendar propelled legal sportsbooks to their most lucrative quarter on record despite unfavorable event outcomes, with revenue reaching $3.66 billion. A record $45.47 billion was bet on sports in Q4, 14.2 percent more than the previous year.  

At the time of writing, some sports betting data for Arizona (November and December) had not yet been released. 

iGaming Revenue Surpasses $8 Billion
Rhode Island launched its iGaming market in Q1 of 2024, helping fuel the impressive national market growth in 2024. Combined iGaming revenue from the seven active states (excluding Nevada’s poker-only market) reached $8.41 billion, a 28.7 percent increase year-over-year.  

Pennsylvania continues to host the largest iGaming market in the U.S., generating $2.71 billion in annual revenue, up 28.5 percent over 2023. Michigan and New Jersey each easily surpassed $2.00 billion in annual iGaming revenue, setting new records, as the second and third largest markets, respectively.  

Each of the six previously established iGaming markets achieved new annual records, with revenue expansion between 24.1 percent (New Jersey) and 345.0 percent (Delaware) compared to the previous year. 

The iGaming vertical ended the year strong, setting a new quarterly revenue record of $2.38 billion, up 33.1 percent from Q4 2023.

Casino gamblers are actively practicing responsible gaming, according to a national survey of American casino gamblers. Bettors report setting budgets, sticking to them and being aware of available responsible gaming resources at significantly high rates. This research comes on the heels of a recent AGA survey of American adults showing continued growth in acceptance of gaming.

Key findings from the two surveys include:

  • 9 in 10 casual bettors set a budget before they visit a casino;
  • 90 percent of those visitors report success in tracking their spending; and
  • 8 in 10 casual casino visitors and 9 in 10 avid casino visitors are aware of responsible gaming resources.
  • 88 percent of American adults view gambling as an acceptable
    form of entertainment;
  • 80 percent of people say the gaming industry is a job creator;
    and
  • 6 in 10 Americans believe casinos help their local economies.

Methodology:

The two surveys were completed in late 2018. The survey of casino visitors’ responsible gaming practices was conducted on behalf of the American Gaming Association by BrandOutlook among 2,014 past year casino gamblers. The interviews were conducted online and the margin of error is +/- 3%. Casual Gamblers include those who have gambled at a US casino between 1 and 9 times in the past 12 months while Avid Gamblers have gambled at a US casino 10 times or more during the same time period.

The survey of Americans’ attitudes towards gaming was conducted on behalf of the American Gaming Association by the Mellman Group among 1,000 registered voters. The interviews were conducted both online and on the phone and the margin of error is +/- 2.9%.
